Enlistment Office

The Enlistment Office is a building that has no upgrade levels and acts as a common source of confusion among new players. It serves as a vital safety net to minimize permanent troop losses when your city’s infirmary capacity overfills. It is not designed to recruit additional units, nor does it allow players to share or loan troops between Empires. In fact, if your Infirmary never reaches its maximum capacity, you will never need to interact with the Enlistment Office at all.

When your Infirmary overflows during intense combat, the game automatically salvages 70% of those "lost" troops and routes them directly to the Enlistment Office. Once troops reside inside the facility, your account naturally begins generating a passive currency called Loyalty over time. You can then redeem this accumulated Loyalty to reclaim a substantial portion of your displaced soldiers entirely for free. Additionally, completing your daily objectives rewards you with extra Loyalty points, which significantly accelerates your free troop recovery rate.

While high-spending players can buy specialized packs to bypass the timer and recover their army instantly from the Enlistment Office, free-to-play governors can comfortably rely on passive Loyalty generation to steadily rebuild their forces. When properly utilized alongside the Infirmary, the Enlistment Office ensures that even if you are completely zeroed in major PvP competitions like EvE Castle Battle, you will still recover a large portion of your total army.

Players on older Empires, please note that troops sitting in the Enlistment Office waiting to be recovered still count toward your Transfer Power, which can make it more challenging to get below a necessary power cap on the Empire to which you are transferring.
